Roles and responsibilities

 

Staff in our inspection division, under the Deputy Chief Inspector (Inspection), are responsible for carrying out inspections and reporting the evidence they find.

Legal inspectors are solicitors and barristers with backgrounds in prosecution, defence and private practice, who assess the quality of organisations’ prosecution decisions and legal processes.

Business management inspectors are experienced staff with skills in management, business planning, auditing, change management, governance and other areas, who assess the quality of organisations’ management and planning.

Staff in our corporate services division, under the Deputy Chief Inspector (Corporate Services), are responsible for facilitating our inspections and running our organisation.

Our Chief Inspector

Kevin McGinty

Her Majesty’s Chief Inspector of the Crown Prosecution Service is a public appointment, reporting directly to the Attorney General. The Chief Inspector may be called to give evidence to the Justice Committee of the House of Commons, and others who have a role in holding the organisations we inspect to account.

Kevin McGinty was appointed Chief Inspector in April 2015.

After six years at the criminal Bar, Kevin joined the Fraud Division of the Crown Prosecution Service. Four years later, he was seconded to the Attorney General’s Office as a legal adviser on criminal matters, before joining the Bank of England. His work there included prosecutions and advising the Bank’s regulatory committees on their powers under the Banking Act 1987.

In December 1997, Kevin returned to the Attorney General’s Office to advise the Attorney General for Northern Ireland on all aspects of that role. In 2011, he became Director Criminal Law and Deputy Legal Secretary.

Our Deputy Chief Inspector (Inspection)

Anthony Rogers

Anthony Rogers joined the Civil Service in 1989 and has worked in the Land Registry, Department of Social Security, Inland Revenue and Department of Work and Pensions. Anthony’s posts varied during his career but mainly involved management of departments.

In 2003, Anthony joined HMCPSI as a business inspector. He led a large number of CPS Area inspections, thematic inspections and joint inspections. Anthony was on the HMCPSI Management Board from 2007 and was also responsible for corporate services and the HMCPSI audit team.

Anthony left HMCPSI in 2013 and joined the CPS, first as Head of Compliance, then as Area Business Manager for CPS London from 2014. In 2016, he left the Civil Service and worked as a management consultant, delivering one to one leadership support for a number of local authorities. He also investigated deaths in prison for the Prisons and Probation Ombudsman, and helped Her Majesty’s Inspectorate of Constabulary and Fire & Rescue Services to develop an inspection methodology to support the fire service.

In 2018, Anthony returned to HMCPSI as Head of Inspection. Anthony manages the inspectors and is responsible for the delivery of the inspection programme.

Nicola Saunders

Nicola Saunders has been a civil servant for more than 30 years. She has spent most of her career in criminal justice system organisations, including 21 years at CPS Headquarters, where she held a range of roles, and eight years as Head of Business Support for the Attorney General’s Office.

Nicola has held board level positions for the past 11 years. Her most recent roles have been change related, with a focus on performance improvement, staff engagement and compliance. She joined HMCPSI in 2017.

Nicola’s experience also encompasses finance, procurement, contract management, human resources, security, records management, data protection and governance.
